If you want to remove healthy trees from your property, 2 tree removals are allowed per year but you are still required to fill out the over-the-counter permit/sign-off for inventory purposes. If your property is more than 10,000 sq. ft., you are allowed to remove more trees depending on the size of your property though a clearing and grading permit is needed when cutting down more than 10 trees.
